I've seen them at the gym at my college and I have no idea what they are for. They are in the wall and when you tun the handle for the drinking fountain, a nozzle at the to sprays water out. I have seen people use them to spritz water on their heads, which helps cool off during intense exercise. I've never seen anyone use them for anything else, so I assume that's their intended purpose. Every time I go to a Catholic church I see a drinking fountain directly inside upon entering, but they never have handles or anything so how the heck are you supposed to get the water out of the bowl? There are hundreds of shrines across the globe, the most famous of which would be the Shrine of Our Lady of Lourdes in France, where the faithful are known to consume the blessed water from *flowing* water sources for extra graces, usually in hopes of miraculous medical recovery.
